GSâs Project Management organisation (GSP) is responsible for providing management, support and resources for the implementation of projects in the Gas & Power (G&P), Refineries, Chemical plants and Renewable Sources of Energy business sectors. Exploration and Production (E&P) has an equivalent organisation (EPT-P) for the implementation of E&P specific projects.

The Project Services department is jointly sponsored by E&P and GS, incorporates disciplines and experience from both service groups and has operating centres in the Netherlands, UK, US, Malaysia and India. The department provides information management, cost estimation, project controls, planning, project and quality management systems, risk management and project value process expertise to the global project community that includes internal, Joint Ventures and third party customers. Â

The nature and value of the projects to which these services are applied can range from plant and facility upgrades to very large, complex integrated hydrocarbon projects with elements of E&P, G&P and manufacturing. Our people work across all phases of major projects, from concept through to commissioning and start-up, either at one of the main operating centres or within a dedicated project team.
DESCRIPTION/RESPONSIBILITIES:
Responsibilities :
As Senior Project Services Engineer, youâll report to the Project Services Manager and be responsible for leading a small team of specialists covering estimating, cost and planning, quality assurance, application of value processes and business support to a range of projects. In detail, youâll be required to:

- Lead, motivate and develop a team of estimators, cost, contract and planning engineers in the provision of services to various projects
- Provide coordinated cost, planning, commercial and project control advice and support to a portfolio of projects covering all phases from feasibility to commissioning and start up
- Understand the methodologies, tools and processes required to support the preparation and analysis of cost estimates
- Set up cost work break down structures and undertake cost management reviews and activities
- Have experience in the application of planning tools (Primavera P3/P4), and the development and analysis of Level 1,2 and 3 type schedules
- Analyse project benchmarking data to identify divergences and advise opportunities for improvement
- Coordinate, conduct and lead reviews of project execution plans and controls
- Analyse cost and planning data and monitor the performance of engineering contractors
- Manage the activities of project value process consultants
- Coordinate project administrative support
- Coordinate input from specialists into the development of contract, procurement and insurance strategies and support during project execution
- Provide bid evaluation services including negotiation support for contracting and procurement activities
- Consult with legal, insurance and finance groups in support of contracting activities
- Ensure currency of knowledge and understanding of the contract and procurement market place is maintained and utilised across the project
- Apply and maintain relevant global project procedures and guidelines
- Facilitate the interfaces and data flow between project services and the finance and commercial groups to meet corporate reporting and accounting needs
- Support application of the Shell integrated Project Management System (iPMS) to all assigned projects
- Ensure the identification, capture and application of internal and external lessons learned
- Effectively communicate cost, estimate, schedule performance and risk data to project management for all assigned projects.

REQUIRED SKILLS:
Requirements :
With an engineering degree or its equivalent, youâll have had substantial and broad experience of applying cost, planning and control processes and procedures that are fundamental to delivery of successful projects in the oil and gas or an equivalent industry. This will include having worked in a project team during all phases of a projectâs realisation process. Proven leadership experience is essential, as is the ability to work effectively in a diverse multi-cultural environment. Youâll also be able to demonstrate the following technical, commercial and interpersonal skills and competencies:

- Interpretation of capital cost estimates and benchmarking data
- Project schedule management, critical path analysis, work activity sequencing and manpower optimisation
- Application of risk management tools and techniques
- Application and maintenance of assurance processes, systems and tools for project development and execution
- Contract and procurement principles, processes, methodologies, strategies, administration and execution management
- Leadership of small work groups and teams
- Managing internal and external stakeholders
